Hello, this is a clear case of breach of contract and committing cheating under Sec 420 of IPC for deliberately not paying money to you. There are two remedies one is civil by filing recovery suit and other is FIR under Sec 420 of IPC to nearest police station. You should provide all your contractual details and WhatsApp conversations

Well, to recover your payment, first of all, you have to serve the opposite party with a legal notice. Then, if after sending of legal notice too, the opposite party do not return your Outstanding Payment. Then, you can lodge a Complaint against them.
