filling complaint against fraud in govt.job,collecting money socially

A person runs a youtube channel and a facebook group related to UPPCS preparation. He is claiming since very first day that he will teach @ free of cost through youtube videos. He is very cunning too in making people emotional fools. He has mobilized around 2 lac subscribers for his channel. Once he appealed students to donate money in his account to purchase camera and for improving video qualities. In this way he collected around Rs. 3 Lacs. On 14/AUG/2017,He again appealed to followers"Donate for dreams of your Guruji" and asked donation of at least Rs. 500/-.Even treatened all that if they dont pay, He will not upload videos in future. Most of the followers are rural innocent students. In this way, He mobilized around 20 Lacs in 2 accounts mentioned in that youtube video with 4 days from 16/AUG to 19/AUG.Point is- He is in govt job. Can he run such activities alongwith Govt job? He has no registration. Can you please guide how to complain against him?

As per your version the case could be initiate against him u/s 419/420 with relevant providion information technology Act ,with as mentioned by you that said person is government emplyoee then a separate case under Government emplyoee rule could be initiated.

You should complain your nearest police station or cyber cell in your city. Such acts are against the provisions of Indian Penal Code, Information Technology Act and etc. You should also report youtube about such activity.
