cyber harassment and money issue

Can someone asked back money that he spend on me while in relationship.. He never said its a loan he said you can asked me thats why I accept the gift but later he used that to control me and also check my data and invading my personal chat.. So I paid the money back since he disturb me and harass me.. but then he refuse and send it back the amount.. So I just block him and still he contacted me from different numbers and offer money in exchange of meeting him
