You have been fraudulently been cheated by that cyber expert for money and if you have all the chats then on the basis of that you can always file a complaint with the cyber cell of your area. For more legal assistance I am just a call away.

It’s possible to track him through his phone number which he used. Also, since you sent the money through UPI that must have gone straight to his bank account number.

In cyber offences the Police yields the power to freeze the account of the perpetrators and through the Identification documents submitted to the bank. The police can also trace them.

Honestly, I believe that National Cyber Crime Portal is effective and prompt. You have a good chance to trace this accused.

Yes, you dont need to transfer any amount to fraudsters, you need to file a complaint against such person's under cyber act,2000. Please don't transfer immediately any amount to anyone you have many options, complaint in cyber cell, police station, in court u can file a case against him.
For, more you need to talk to your lawyer.
