If Police has not started investigation in the FIR registered buy you against the accused by you. You can complaint to the Superintendent of Police regarding negli agency and leniency in the investigation. if the culprits threats you or your parent or making any pressure on them. A fresh complaint can be lodged against the accused. As regard arrest of the accused, the police will not arrest any accused unless the offence punisheable more than 7 years of imprisonment but the police can take action under Sachin 41 A of CRPC and can file chargesheet against them after completion of the investigation.
