Only people having been party to criminal matter either by way of complainant or accused can prefer appeal., review,revision.No stranger can seek review,revision,or appeal in criminal matter.NGO can not down the robe of Robin hood.

First thing First. Art 137 jurisdiction is very narrow and can be invoked only in exceptional and rare circumstances. Review itself has very limited scope and if the applicant is not connected with the matter at all then it would become more so difficult to invoke the jurisdiction.
