Reg anticipatory bail rejected in district court

My friend has applied for anticipatory bail in district court got dismissed second he applied in high court said court directed to surrender before magistrate and seek bail as he was not available we want to apply for anticipatory bail. As per FIR sections IPC 420.409.467.468.471 please guide in this case as unable to surrender before magistrate
As per high court order he has to surrender in court by engaging a lawyer, it is better to approach the supreme court, as the offences are very serious in nature there is likelihood that he will be taken into custody, so it is better to approach supreme court or he has to surrender before the magistrate taking risk.

Ask your friend to please surrender before concerned Magistrate and apply for regular bail and it may be allowed if public prosecutor agrees for releasing him on bail by putting some conditions. In the meanwhile the IO must submit that he do not want to interrogate the Accused as all the required documents were already seized.
