if High Court has direct offer before the match state then you can appear before the match to court and you have to get regular bail application you have to file in the nested ko then the court will direct the regular bail

As per high court order he has to surrender in court by engaging a lawyer, it is better to approach the supreme court, as the offences are very serious in nature there is likelihood that he will be taken into custody, so it is better to approach supreme court or he has to surrender before the magistrate taking risk.

Dear Sir,
Ask your friend to please surrender before concerned Magistrate and apply for regular bail and it may be allowed if public prosecutor agrees for releasing him on bail by putting some conditions. In the meanwhile the IO must submit that he do not want to interrogate the Accused as all the required documents were already seized.
