This case is of criminal nature. You want to change the jurisdiction of the case from one state (UP) to other state (Delhi).
In such cases where a person wants to change the jurisdiction from one state to other state, he has to approach the Supreme Court. Only Supreme Court has the authority and power to transfer the case as requested.
Hence, it is mandatory to approach the Supreme Court for your redressal of grievance.

Hello.
As I see and found that your mother in law is a senior citizen of 60 yrs old
Her sons are not in her favour and it seems to be risky and dangerous to your mother in law to move to the court there in deoria.
So, it's better to discuss over the call.

Hello, as you want to transfer the case from uttar pradesh to delhi, you will have to file a transfer petition before the Hon'ble Supreme Court of India. Given the age of your mother, the supreme court may most likely accept your request and transfer it to Delhi.
