Well, if the Police is refusing to register FIR in your case,then, you must file a Private Criminal Complaint before the concerned Magistrate to get the FIR lodged in your case by the concerned Police Officials.

If the police deny to register the FIR then you have to proceed to court by filing the private complaint directly in. The police station, it means the court will direct the police to register the FIR against the said person

If the police is not registering FIR, then you can approach the Police Commissioner to direct the police station to lodge FIR. If the CP is also not taking aaction, then you can approach the magistrate directly by filing a complaint under section 156(3) CrPC requesting the Magistrate to lodge a FIR in the case.
