Not delivering wedding albums and videos even after lapse of 2 years

In September-2021 I have engaged one freelancing Wedding Photographer for an amount of Rs.51,000/- towards performing photo shoot of my haldi, wedding and reception. I have paid him money over phonepay and have given some amount in the form of cash. I haven't taken any receipts from him. Its been more than 2 years and now he is completely denying to issue the same. The local PS disposed off my complaint saying "other department issues". What can I do now?

hi first need to see the copy of the complaint given by you and the closure report given by the and you could file private complaint before the magistrate to entertain your complaint and you could file civil suit for recovery of money
