Can a decission by a state government to not give permission for prosecution, be challenged by ED?
In other words is the state's decission to dismiss the permission to prosecute a state public servant final?

As per my legal understanding it is not. You have a remedy to approach high court by way of a petition under section 482 of Criminal procedure code and article 227 of Indian Constitution and there you may urge indulgence of high court
