Can a decission by a state government to not give permission for prosecution, be challenged by ED? In other words is the state's decission to dismiss the permission to prosecute a state public servant final?

As per my legal understanding it is not. You have a remedy to approach high court by way of a petition under section 482 of Criminal procedure code and article 227 of Indian Constitution and there you may urge indulgence of high court

Yes, ED can challenge such permission in Court on merits and on reasonable grounds. ECIR & other Evidences will play an important role in ED's Investigation against the accused accused of Money Laundering.
