Is 2nd Offence Of Stalking Bailable?

If a person is accused of two case of stalking by two different person.Is the 2nd one bailable? Law says that second is non bailable .Is this against same person or two different person

if a person commits the offence stalking 354d if he has committed that offence for the first time he will be punished with three years of imprisonment and with fine but if he is committing the offence for the second time he will be punished with seven years of imprisonment and fine and the offence of stocking is bailable so court can grant baill for the same

Whoever commits Stalking for the first instance in India is a bailable offence and second and subsequent conviction is a Non-bailable offence as per section 354D of Indian Penal Code (upto three years punishment)
