If accused have fled from the country taking my 30 lakhs

My question is if the accused has left the country taking 30 lakhs from me . The cheque s he issued are of future date I.e 15 th August. There is no FIR yet. Please tell me what is the process to get him back and if police is not registering FIR whom should I ask for help

In the matter of cheque bounce or dishonour cases there is no provision for lodge FIR if your cheque bounce by dishonour then you can file cheque bounce case against the person in concerned court. after the admission of the case the court summons the accused and attached his passport

15 august is not too far present the cheque if it get dishonoured file a complaint under section 138 of NI act until unless cheque get dishonoured you cannot file any complaint or case no FIR is filed in such type of cases
