arresting of accuse persons during investigation is the exclusive right of investigating officer. There is no law under which he can be compelled to arrest the accused persons. The timeline to file the charge sheet is material when the accused persons are under the judicial custody. So don't worry about the timeline. you can pressurize the IO for submitting the charge sheet by making a complaint to the senior police officers or by court processings. Fast and fair investigation is your right guaranteed under Article 21 of the Constitution of India. In view of the same, you can approach the High Court and file a writ petition under Article 226 and seek a direction to get the investigation done in a speedy and impartial way.
