Extreme level of torture to my friend from her boy friend

Dear Lawyers ,
I am facing an extreme situation where my girl friend is being excessively blackmailed and emotionally tortured with physical harassment as and when required by her boy friend who is forcing her to get married which she do not want and my girl friend family had washed their hands from the issue fearing about that person and are in helpless state .the girl who is an well educated doctor is mentally upset because of the extreme level of torture by that person ...in relation to this i had went to police station to lodge a compliant earlier during the time when she was blackmailed and kidnapped .but the police refused to take the complaint ...i am extremely upset how to handle the issue .I had many times asked girl to lodge a compliant ,but the girl is so fearful like her parents are and not coming forward to give a compliant .
1:can i lodge the compliant on behalf of my girl friend ...
firstly nothing to fear in this type of situations and you have not committed any wrongs, so just earn him about the future consequences and you can file complaint against him and can take action with necessary proof so that you can prevent him easily , don't worry nothing will happen and silence is the best tool so use that weapon and proceed, you can directly approach the DCP or ACP to register car even if they refuse approach directly to the court and file complaint, take necessary legal advise for documentation when filing before court , law in your favour proceed safely.
