For Your Information- A legal notice of defamation should be sent first. You can sue / file a case against the newspaper for defamation and pray to the Court to direct the newspaper to pay you compensation.

Dear Sir/ Madam Indeed, your father is a victim of defamation specifically libel, i.e., defamation by publication. Your father has the right to sue that newspaper for civil as well as criminal defamation in the court of law and get that editor/ publisher face jail time and make him pay the compensation for maligning his reputation as such. You may consult me in that regard.

Yes, you can proceed with civil as well as criminal defamation cases against the newspaper agency without any further delay on your part. As the newspapers already reached masses and people have already made opinions about that news and picture. Hence, the newspaper agency is liable for the damage of identity of your father as well as his family amongst the society members at large.
