Convert NCR to FIR for insurance purpose

Forgot my bag in auto. Tracked auto in 4 hr but driver said he does not remember which passenger took bag. Police filed NCR. Insurance company wants FIR copy for processing claim. CCTV footage shows I left bag in auto. Can auto driver file FIR on my behalf as bag was stopen from his auto? Can NCR be converted to FIR?

You'll have escalated your complaint to the commissioner of police 154 (3) Cr.P.C. The Superintendent/commissioner of Police, upon receipt of such complaint, if satisfied that such information discloses the commission of a cognizable offence, shall either investigate the case himself or direct an investigation to be made by any police officer subordinate to him, and thereby FIR would get registered.

Well, an Auto Driver cannot file FIR, considering, he has no locus Standi in this particular case, it was your Bag, you forgot it in Auto, so now, if you want your Bag back, you have to file a Police Complaint and get that Complaint converted into FIR.
