A family person signed a fack multiple signature of her sister on cheque
File a forgery and cheating case against him. File a PCR at Magistrate Court by affixing all the document which will be sent to examine by forensic lab. Contact any advocate and proceed on priority basis. You can also inform to the concerned banks to not to consider those cheques by blocking your sister's account

Yes u can and u have to lodge complaint since the person who possess would file cheque bounce case against u and later it will become cheating case u have to face consequence so better file complaint who has signed ur cheque it will help u lot
