U can lodge a complaint by going into the police website and also send a complaint through speed post with proof of delivery or by registered post with acknowledgement due. Did you take your father to the government hospital or any private hospital and told them how the incident took place to the doctor. If u had told them they would have asked the police to come and they would have come and got a complaint from u people. If inspite of tht they didnot take any action. U can approach the superior officer and even approach the court.

Sir,
You gave the compliant in Police station, whether you obtained CSR ?, give representation in your district SP office pertaining to this matter, if in city then give your representation to Commissioner, even after that if you did not get any fruitful result, then approach Judicial Magistrate by way of Compliant U/s. 200 Cr.PC to get direction to register the compliant by your jurisdiction police station.

Take an eminent lawyer with you and give a complaint to the commissioner with your previous complaint which you lodged in the police station. Or you can even directly file your complaint to the magistrate.
