What to do if an online fraud has been committed with me

I had ordered a speaker called Bose Soundlink Revolve+ through Ebay on 23rd of May. Order number, Claim ID: 3585215 PaisaPay ID: 47071799304 Item number: 253637520371 Seller ID: rockingdeals.in I received this on 26th of May and paid as cash on delivery option. The amount paid was Rs.9,800. The product that I received was Bose Soundlink revolve which is a lower model than that what was shown on the ad.posted on Ebay. I complained regarding this and the seller agreed for a replacement. They shipped the replaced product on 21st of June after almost a month and on 22nd of June I received the product which was again a wrong product and they shipped the same model as previous. Now they are offering me a refund instead of a replacement, i don't understand the point of sending a wrong product twice and then providing a refund. They lied on the website about the product's information while selling. Rocking deal is ready to give refund but I want my product, is it possible to ask for a produc

You can approach to consumer forum for deficiency of service under consumer protection act, if you succeed to prove your case , hon,'ble forum have an authority to impose penalty on wrong doers but, if they don't have stock of specific product which you claim , then you will get monetary compensation
