What action be taken against opposite party for delaying the process

My case is in Delhi Consumer Forum against a builder who has not given possession in time. 1 year back, the judge has asked the opposite party to file "evidence by way of affidavit". Two dates have passed but the OP has not done so. This is unnecessarily delaying the process as things haven't moved since 1 year. What action could I take against the OP now?

You can bring in front of court facts that opposite party is will full delaying proceeding of the consumer court and request court to close opportunity of the opposite party and pass order in your favor.

Yes, the builder is delaying the process to unduly harass you. You can do one thing that on the next date of hearing you should apprise the Ld. Forum that the OP has not filed its Evidence Affidavit despite passing of 1 year, therefore, its right to file evidence should be closed or exemplary cost should be imposed. For more instructions, it is advisable to consult a lawyer.
