Vendor Not Providing Payment Receipts

Payment receipts not provided to me by my Interiors person. I did all online payments and I have proofs of these transactions. He has not delivered scope of work as committed in the proforma. He had initially informed me that he will share the copy of the agreement and the receipts as he was revamping his office. But more than 1 year has elapsed and he is not even picking my calls nowadays. Can I approach consumer court? Have all the proofs to prove his fraudulent behaviour and absconding mentality.
