You can file a consumer complaint before the Consumer forum according to the value of the shop. If your developer hasn't completed the project as per time mentioned in your allotment letter then you will get all your money refunded along with interest.
you can also file a complaint before RERA where your complaint will be decided within 90 days.

If you have tried contacting them and they have refused refund, you may send them a notice under the consumer protection act. If they still fail to refund the amount you may file a complaint in the consumer forum.
