Retailer cheated not refunding money on return of goods

i purchased a dress for my sister worth 2000/- rupees from a retailer shop . my sister is not satisfied with that dress. i went to return it and asked him for refund but he didnt and told me that they can just exchange only. although they gave me slip and told me that goods ones sold cant be refund and it is stated on the bill also. now what should i do can i go for consumer forum or not . What can be done?

You can approach consumer forum it is your right to get the product with your satisfaction. .

They are right in saying that goods once sold can not be returned, specially when it is also mentioned on the bill, unless there is any grave manufacturing defect in the item sold and they fail to provide you the same article without defect within a reasonable time. If they are ready to exchange then go for it. Any other effort will cost you more than the value of the dress.
