You cannot be declared the lawful owner of the vehicle in question until and unless you acquire the legal documents required. A notice first and then a civil suit can be filed at the appropriate court for obtaining the documents. In addition to this, a criminal case of cheating and fraud under IPC can also be filed.

You may file a cheating case u/s 420 IPC against the agent. For this you need to show that the agent had made a genuine agreement/deal with you and that since the inception of the agreement, the agent had the intention of cheating you.

Since you are unable to use the car, you may also file a civil case for monetary damages.

First of all this is very important to know that the agent is carrying on its business under some registered company or firm name or individually to file a consumer complaint, otherwise you can also file criminal complaint against him for cheating, criminal breach of trust and several several other offences punishable under Sections 403, 409, 420, 421 etc. You can also file civil suit together with the criminal case for speedy relief.
