refund of fees from engineering college

In one of engineering college I deposited fee 55000 by govt counseling but after some time i am with draw from college and they refund my original documents but they are not refunding fee to me .The college is having lack of facility, unfair trade practice and they make pressure on students, i am also having allergic rimit disease so i am taken admission at my home town, So what i do in this matter. the matter is of 2015
U send one request latter for refund ur deposited fees immediately to relevant college and write that as per norms of AICTE deduct rs 1000 and rest amount return to u w..if they will not refund ur amounts then u file case in appropriate court for recover ur fee
