online clothing scam from alibaba.com

I had found this seller on alibaba platform , he asked my phone number and contacted me thru WhatsApp , he send me his website www.fabkarts.com , after selecting and ordering value of almost $1947, which included 36 peices of clothes, after 3 week of payment he send 14 pieces , once I received the item it was wrong sizes and not the one I had chosen , after asking for refund for the rest of the order he made all stories he sold to his other customer and waiting for the payment , he made me wait over 30 days told me he will send thru neft , which didn’t go thru 2x than he gave me check which bounced also , at the end I still need to collect 14000 rupees despite me taking all the lose for the wrong product he send me, now his making excuses , give his bounced check n than he make payment but truth is he doesn’t want to make the payment despite telling him make another check and take old one , if there is way to recover for all my lose I am interested
