yes you can file a consumer complaint against the promoter for sale deed , this is violation of MOFA , I already delat with various similar type cases before the consumer commission

yes definitely u can send a legal notice and claim a counsumer court because of u a customer and he is sellers therefore his priorities of his duty but if he was not fulfilled his duty I'd terms u can filed q case in consumer court against him
