Non completion of construction work by contractor

My contractor for constructing an attached bathroom for 2.0 lakhs in spite of taking major portion of money either as advance or on other pleas did not complete the work. Now he says he will not do the work. What remedy is available?
Dear, Queriest,
Demand him in writing to complete the work with in a reasonable time. If he is not doing it , you can very well approach Consumer Forum for compensation.

Is there an agreement executed? And do you have receipts of payment made? If yes then he can be sued for breach of contract and claim damages. Via consumer forum he can be sued and compensation could be claimed.
