No refund from builder after cancellation of flat booking what to do

I have booked a flat with one of the builders in Greater Noida "Shubhkamna". The company got devided is 2 parts in 2015 and the Project was taken over by "Sampada Group"Lead by Mr, Diwakar Sharma in 2011, After 6 Years the project does not even have a single tower ready. in 2015 I have given a request for cancellation of flat and its been 2 years I have not received refund of the amount. I have paid some money as down payment and also availed a loan. currently I am paying a pre-emi interest on my EMI. I wanted to get my money back.
Where you live tel me. Shubhkamna builder is a defaulters he not refund many people money. You have two ways to refund your money first you get any cheques from that builders or you can file complaint second is you can file a complaint in consumer court against that builders.
