Legality in playing international lottery

I am from Tamilnadu, india where lottery is banned. But many people are playing International online lottery, as some youtubers and online agency show that playing this type of international lottery is legal and only playing traditional lottery is illegal. Can you explain?
Playing lottery is illegal in Tamilnadu and banned. So it is international lottery even, you are not allowed to play within the jurisdiction of Tamil Nadu. you cannot sought any legal remediation if any problem occurs.
