As per Supreme Court Judgement Flat Owners can get together and file a complaint before NCDRC for a single grievance. Is it necessary that they must first form a registered association?
no it did not necessary to form registered association. you may file common complaint in national consumer forum. but your aggregate pecuniary claim will decide jurisdiction that which forum have jurisdiction.

No it is not necessary to form a registered association of flat owners before filing complaint before National Consumer Commission. But it is mandatory to file application for filing of complaint u/s 12c of the Act
