I was not given hallticket for my university exam eventhough i paid fe

On 4th January 2024 i had my 5th sem university exam, i was in this huge line of students waiting for their hallticket. Only 1/2 hour was left for the exam to begin.When my turn came i was not given the hallticket as they said i had due .i was send to the office then to the financial officer.On enquiring why i was called eventhough i have paid the 5th sem fee ,he responded by saying i was suppose to pay 1 year fees in one go.i checked the whole college policies nowhere its said any such policy.
