How to prevent my business from bad debt and fraud customer

I am running a small saree manufacturing business. In this business we have to give debt to my customer there is few customer who are cheating money and not paying/returning our money, and also some of them absconded. How I can shield my business from such customer and how I can catch these fraud debt customer? Is there any rule or legal steps available in India?
In my opinion if you have sufficient proof in this regard then at first serve a legal notice and then file civil money recovery suit.
