Complain against Jeweller regarding Price

Can I file complain against my jeweller as he is not giving jewellery on agreed amount i have bill of amount we decided , already I gave him advance of ₹ 30000 but now he is saying that he will give these jewellery on current market price as market Price are rise during period of lockdown.
First of all give him in writing the legal notice and inform him about the terms that had been decided between you and him. Don't wake him by disclosing the fact that you have bill in your hands. If he is not listening then you can file complaint against him before consumer forum .
