College not giving my previous transfer certificate

Hello sir/ ma'am
I was studying MSc and now in second year I want to discontinue my course and take admission into another college for another course as I have applied through my bachelor's degree I am discontinuing my MSc course and want my transfer certificate of my previous college The college refuses to give my tc though I have paid full fees.
First of all you can send notice to the college. If they are not responded you directly file case against the college in consumer court within the jurisdiction. If you need my further advice please contact me.
