Car Dealer is not generating HSRP

I purchased my car in Hyderabad in 2021 and was registered in Telangana. After my transfer to Dehradun, we took NOC to Uttarakhand. We paid the registration fees and registered the car in Dehradun. Now Dealer in Dehradun is saying that RC has 18-digit chasis number and HSRP cannot be generated. HSRP was generated by Hyderabad on same chasis number in 2021. Chasis number actually has 18 digit having E in last. RTOs (Uttarakhand and Telangana) and Hyundai is not providing any solution. Suggest
hi if the dealer is saying that the HSRP cannot be generated and that the Hyundai is not responding properly then you could file a complaint against them by sending legal notice and then file consumer complaint
