Can consumer court give permission for construction

Nagarpalika cancelled permission of construction on my plot after 5 years. i filed a case in consumer court for compensation for delaying and for giving permission.Does consumer court have a right to give order to Nagarpalika to give permission for construction. If yes then in what section.
Such services fall into category of a contract of service and do not fall under the definition of service u/s 2(1)(o) of the Consumer Protection Act, 1986. Therefore, consumer forum has no jurisdiction to setting out any judgement/decision. Under such instances, you must file a civil writ petition against such order in the High Court of your state.
