Builder not handing over possession of the flat what can be done

I booked a flat in Greater Noida Surajpur, (Uttar Pradesh) in April 2014. I got the possession in Feb 2016. We did the registry of flat in March 2016 with super area of 1130 sqft. Builder also gave me No dues letter in April 2016. When i was just thinking to shift in my new flat the following demands raised by builder- 1. They send a demand notice that the flat super area has increased by 35 sqft and balance amount of INR 80,000/- is due on me. 2. They also delayed handover the keys and asked me to deposit INR 44000/- by August 2016 for electricity meter charges. Now till day i.e. 24th March 2017 i am struggle to get my flat due to the above mentioned reasons. I had a word with builder and their representative but they are not positively responding on my questions. Can anyone suggest what should i do now?

As per your query it seems that your builder is up to a fraud and coaxing money once you are in their net, recently apex court has passed Number of landmark rulings related to the illegal activity of the builders ,once after looking the details a perfect solution could be given but as per your details you will definitely get relief and hopefully builder may also be penalised!
