Auction Property bid won but delay in registration process

Dear Sir,
I won an auction in e auction property sale 21.7 lac , and I done a payment 7 lac as emd amount but rest balance 15 lac amount I made a delay of 28 days. I made a payment on Feb 8 2024 but till today bank is telling reason not making the property for registration. Almost 36 days gone I had paid full payment. Not picking phone call taking very rude manner the person telling need to wait another 1 week.
