Action taken by society head, is resident a consumer of services?

I am a member of Shreshtha Apartment. Society Head disconnect my generator line due to non payment of maintenance charge. it was due as per notification of society head. he will not take maintenance due to consumer case file by me. i want to know can I file consumer case for compensation.
First of all you have to confirm that in previous consumer case what decision has to be given by consumer court. If no any order has been filed in said case you may put your grievance in said case. If the said case was disposed off you may brought a fresh case against the society head.
