What Legal rights regarding certificates hold back in collage.

I got admitted for one of the engineering collages in Bangalore from lateral entry after completing my diploma now I have finished my 1 year in this collage now I want to discontinue due to some reasons but my Collage is not providing my original certificates instead they are asking me to pay that next two years of college fee it it legal from my Collage to do so because I have red an article or circular from UGC (university grants commission) states that institution has no right to hold back original certificates of student. So I want get a legal advice in this case what can I do legally if my institution does not provide my certificates

They are at wrong in holding you certificates. But they may not give it easily You get a legal notice issued to them trough your lawyer and later on file a case for recovery/ They will give.

college does not have any right to withhold your certificates nor can it demand your fees . your remedy is to issue legal notice to college calling upon it to return your certificates as you dont want to continue your studies in that college..,if college refuses to do so move consumer forum against the college for un fair trade practice and deficiency in service
