Defying the order of the court comes under contempt .
High court has power to punish
For contempt of its order .
In your as you had mention that case had been finally decided in your favour than in such conditions you can proceed further for implementing the said order to the authorities if they fails to do so ,you can approach High court for contempt, provided there is no appeal/Revision is pending.
