TC is not provided by college what can I do

I was a student government engineering college Thrissur.I filed a application for TC last month.All my friends got TC.They didnt provide TC saying that my application went missing and you have to file new application to get TC .If i am going to consumer court, is ccp 80 subsection 1 applicable in this case?.what can i do to get TC immediately?
You can file a case that tc is not given though application was given in the civil court and seek direction.but if you go for case time lag will be there.do you have the copy of request given as proof.contact me for further if any advice is needed by mail or by phone or in person

You are making, I am afraid, too much of a trivial issue. It may be that your application is really missing. Even otherwise, assuming that some mischief is involved, the wise option is to submit a fresh application under registered post or personally to the College Office under due acknowledgement. Any court of law, consumer court included, may not grant you any other relief.
