Yes. Doctor's certificate is required at the time of making a will. Any party concerned can challenge the will that the person who executed the will was mentally unfit if the doctor's certificate is not obtained.
Registering a will is not compulsory or mandatory but a registered will has its own advantages.

A will need not be registered .
A will does not require a doctor's certificate of mentally stable and fitness of maker A will need not be registered.
Unless the maker of will is aged above 60 years and had no mental sickness during his life time.
A perfect will is one which is reduced in writing and also videographed of having dictated the same or consented the same before witness who are not beneficiary of will.
While videography of will question as to when was he married and who are there in the family whether all are married or unmarried .why a family member is not given any thing from self earned property of maker of will and why he choose to give it to the person of his choice.should be asked .
What properties are self earned and how he wants to distribute .
Why some body from family not given anything.etc.
Let the same be recorded on Mobile camera before independent witness with the maker of will aware of every statement being videographed as evidence and part of will.
This shall withstand the test of any challenges in any Court.
