Since your daughter's birth place is dubai she can be citizen of dubai on attending age of her majority.
But, father has citizenship of india by birth then child of indian citizens will acquire indian citizenship by birth to indian domiciled parent on attending age of majority.
Again,
Child has dual citizenship on one acquired indian citizenship by birth
And,
Citizenship of dubai on attending age of her majority that is sound adult. Therefore, your daughter should/may be belonged to indian citizenship on attaining age of majority in india at her sound will by birth and birth place subject to proviso provided by respective enforceable law of citizenship and other diplomatic constitutionAl and international laws.

As per your query,

You may be aware the the domicile certificate is issued by the authorities for the person who are continuously residing at the certain place for last 15 years from the date of application. In your case, your attach the domicile certificate issued to you and the electricity bills along with your daughters application.

Regards
