If you have valid legal title to your land then you can start construction on your property as per municipality rules and if your neighborhood are creating obstruction then you can obtain a 144 order against them for temporary relief. But if the problem is continued then you can obtain a civil injunction and order from LD.court for doing construction peacefully.

MY OPINION THAT it is completely a civil dispute, you have legal civil right to construct the building at your own passage , you have full civil right to construct at your place by your own choice ,it is your constitutional right also,so far you have to move legally against the opposite party.

Look, if you have valid paper in respect of your Land, Then Court will protect you. I do not know how they file Petition U/S 144 Cr. P.C. against you I also did not know how they create obstruction against you to build house in your own land. I think either they are in possession over your land or you are not in possession over your land. Because 144 can be filed if the person under possession of schedule land and wants protection against someone who create threaten against him for dispossession. Please go to take advise from competent Ld Lawyer. your question is not proper one. You did not talk everythig. and That's why we can't give you proper advise.
