Neighbour troubling us by creating nuisances

Dear Sir/Maam Need your help, actually two businesses is happening just next to my door. Junk dealer and welding guy . Both of this guy's creating lots of noise for the entire day apart from this they create lots of garbage which is cause lots of disease's and rats , which may cause plague. If we ever tried stopping them they have good connection with local police. Please suggest how we can complaint against them so that they will move from here. Kindly suggest, required your help on urgent basis.
The first and the foremost question is that is it a resedential complex where they are running these inappropriate activities. .If yes that is not legally permitted it is illegal and unauthorised therefore you can go ahead and file complaints with different authorities ..we can also move to civil court get the injunction along with damages. .therefore both remedies can be worked out.
