You have to reach Honorable High Court, as you have to file a writ of Mandamus against the concerned authorities. In such matters it is the High Court that can pass appropriate orders. So you have to go to the High Court of your respective state.

Service matters are usually very complicated and can't be answered in Q&A format. It is definitely challenge-able but requires an expertise to present your case.

Usually all the advertisements itself states that these conditions are subject to change. Rest, hire a professional advice from any of the service lawyers present on the platform.
