File an RTI and ask them to provide the reason for the delay. They are bound to reply within 30 days from the date of your application. If the reply is not justified file a contempt of court direction with the High Court. The limitation period is one year but it can be allowed subject to justification.

No we can surely file it . U don't need to worry about the execution . Once the high court has given an order its execution of the judgment must be done by BMC if BMC is not doing so then we can take a legal action against it

You are at liberty to file a case of contempt of court and court will issue direction to BMC in accordance with law. You are not late as of now you are under limitation period to initiate contempt petition.
